Read the article more carefully. The "organization" to which this family was referred by the International Milk Bank Project was likely its for-profit partner Prolacta. So while this milk was donated in that it came from an unpaid lactating woman, the family was almost certainly charged the very high fee Prolacta charges for its NICU breast milk based products.
